Voivodship, county and commune administrations
Regional and local authorities are key partners of MONAR projects.
MONAR participates in the process of developing local and regional
strategies for drug prevention and social policy, assessing local
problems and implementing tasks included in strategies.
The Central Prison Administration
In 2003, The MONAR Association signed a cooperation agreement with
The Central Prison Administration with regards to cooperation in the
spheres of drug prevention, help for the homeless, counteraction of
social exclusion, HIV/AIDS and other social problems. Based on this
agreement, MONAR implements its programs in prisons, targeting
inmates, people who are to be released from custody and prison
staff.
The Food Bank SOS Foundation in Warsaw
SOS supplies food to MONAR MARKOT programs for the homeless
The Stefan Batory Foundation
Cooperation fosters international contacts and Exchange between
MONAR and organisations and specialists from the former Soviet
Union.
The United Nations Development Programme (UNDP)
For over 10 years we have been cooperating with UNDP on implementing
programs of harm reduction, staff training and international
cooperation. We have also been organizing study visits, seminars and
training for specialists of different professional groups.
Ministry of Labour and Social Policy
Since the early 1990’s, MONAR implements tasks of the Ministry, in
the realm of help for the homeless and related to social welfare.
Ministry of Health, National Bureau for Drug Prevention, National
AIDS Centre
In the early 1980’s, the MONAR Association signed its first
cooperation agreement with the Ministry of Health, which concerned
the implementation of public tasks in the realm of drug prevention,
treatment and work with people living with HIV/AIDS. Currently, the
National Bureau for Drug Prevention and National AIDS Centre work
with MONAR on behalf of the Ministry.
National Health Insurance Fund
Over 50 MONAR projects have the status of non-public health care
institutions, which entitles them to conduct therapy and
rehabilitation for drug dependent people and to receive the benefit
of financing from the health insurance fund.
The State Agency for Alcohol Prevention PARPA
We implement, in partnership, many initiatives in the realm of
alcohol prevention among young people.
Educational institutions of different types (universities,
vocational schools etc.)
MONAR experts give lectures for students and different professional
groups, participate in research and prepare publications. MONAR
projects also provide traineeships for students of psychology,
pedagogy, and re-socialization.
International cooperation
The MONAR Association is recognized
among organisation and activists involved in addiction prevention
and help to homeless people in many countries. Several international
federations and networks have granted MONAR with member rights.
For many years we have conducted different activities together with
international partners and beyond Polish borders. According to the
Association’s Articles accepted in 2005, non-citizens of Poland can
become members of the MONAR Association, and MONAR is capable to
establish its services abroad. Through its international projects
MONAR aims at improving qualifications, knowledge and skills of its
staff. We work for integration of Polish specialists in addiction
treatment and homelessness prevention with their colleagues in other
European countries.
The main tasks of MONAR in the sphere of international cooperation
include:
Exchanges and placements for staff in prevention
and treatment programs as well as services for homeless people.
Since 2002, this type of initiatives has been implemented in the
framework of Leonardo da Vinci program, EQUAL, Stefan Batory
Foundations and other.
Training and placements for specialists from other countries
in MONAR programs have been implemented for many years.
First trainees came to MONAR from Czechoslovakia, Russia, and
Ukraine in early 80s. Today, MONAR is visited by specialist from the
Western Europe and other continents. Many professionals involved in
addiction treatment have been inspired by our experience and some of
them established rehabilitation programs following MONAR Therapeutic
Community model, in Russia in Kaliningrad region (Orekhovo), Irkutsk
(Vola Centre), Centres “Ariadna” and “Granitsa” in Moscow, in
Vologda (Ostrov Centre), in Czech Moravia, in Ukrainian Chmielnicki
(Victoria Centre), and other.
Placements for foreign students in MONAR Centres
have been organised since 2001. Our services from different regions
in Poland admit students from Egipt, China, India, Japan, Ukraine,
Romania, Turkey and other countries with the task to organize
English language classes and events favoring cultural education and
exchange: national cuisine, music, history and other workshops. The
main partner in this initiative is AIESEC – Warsaw University.
Study visits for authorities are organised in
cooperation with governmental institutions and local authorities of
Poland so to introduce not only MONAR best practices but also
present community networks and their legal basis. Often our partners
in this activities are United Nations, WHO, European Commission,
Stefan Batory Foundation.
Support and counselling for establishing services
in the sphere of drug prevention and treatment on invitation of
other organisations. One of the recent initiatives in this regard is
the project “Grow-up like others” aimed at establishing
rehabilitation centre for adolescents with drug problems in Russia
supported by the European Commission.
Foreigners with drug problems are admitted in MONAR
rehabilitation programs. Several foreigners participate
currently in our programs. Over hundred drug addicted people from
Russia, Ukraine, Belarus, Kazakhstan, Germany, USA completed
treatment in MONAR, some of them help addicted people themselves.
